Oregon Bill to Allow Marijuana Sales and Samples at Events Passed by House Committee, Already Passed Senate

Senate Bill 558, which has already passed the Oregon Senate in a 19 to 9 vote, was sent to the full House of Representatives following today’s committee vote. If passed by the House, it will be sent to Governor Tina Kotek for final consideration.

The bill would authorize marijuana producers, processors, wholesalers, and retailers to provide samples of marijuana items to other licensed businesses and permitted workers at trade shows and similar events registered with the Oregon Liquor and Cannabis Commission (OLCC). It would also allow wholesalers to sell marijuana products directly to retailers at such events. Additionally, the measure would allow producers to give employees samples of seeds and immature plants. All licensees could provide small quantities of usable marijuana, concentrates, extracts, and packaged products to their workers, with all transfers tracked under OLCC rules and subject to current regulatory limits.

Under the proposed law, marijuana items could be transported to and displayed at events like the Oregon State Fair, provided they are tracked and returned to licensed premises afterward. The OLCC would be authorized to adopt rules to implement the changes, including oversight for temporary event registration.

If the bill passes the House and is signed into law or allowed to become law without a signature from the governor, it would take effect 91 days after the legislative session ends, with full implementation set for January 1, 2026.
