Massachusetts Opens Public Comment on Social Marijuana Consumption Rules
The CCC voted unanimously Thursday to publish details of the comment period on its website by August 20, though written submissions are already being accepted. The draft rules will also appear on the Secretary of State’s website starting today. An in-person public hearing is set for September 8 at the agency’s Worcester office. The proposal outlines three license types: a supplemental license for existing marijuana businesses to offer on-site use, a hospitality license for non-cannabis venues such as theaters and cafes, and an event organizer license for temporary consumption at gatherings like festivals.
Supporters say legal consumption venues would benefit tourists, renters, and parents seeking a place to use marijuana without exposing children. The draft rules prohibit alcohol and tobacco on-site and include requirements for “cool down areas” for patrons who experience adverse effects.
Commissioner Kimberly Roy said input from consumers, patients, licensees, and other stakeholders will be critical before the rules move forward.
The CCC says it plans to review the feedback at the end of September. The move could bring legal social consumption nearly a decade after it was first envisioned in the 2016 voter-approved law that legalized recreational marijuana.
