That’s down slightly from the $78 million sold in September 2024, with the decline tied in part to average prices falling 11% year over year. Despite the 11% drop in prices, sales are down just 4%. For 2025 so far, marijuana sales have totaled more than $693 million. The latest figures also push Oregon’s all-time legal marijuana sales to $7.881 billion since licensed stores opened in October 2016. At the state’s 17% marijuana tax rate, September’s sales generated about $12.7 million in tax revenue, bringing this year’s total to more than $118 million.
Usable marijuana (dried flower) continues to lead the market, making up over half of all purchases. Concentrates remain the second largest category, followed by edibles, tinctures, and smaller segments such as beverages and topicals.
Oregon voters approved recreational marijuana legalization in 2014, with retail sales beginning the following year. Adults 21 and older are allowed to possess up to two ounces in public and up to eight ounces at home.
