Pennsylvania Governor Calls for Recreational Cannabis to be Legalized During Budget Address
Pennsylvania Governor Josh Shapiro (D) has renewed his years-long push to legalize recreational cannabis, saying during his 2026 budget address that he wants the legislature to pass a budget that would do just that Although Pennsylvania legalized medical cannabis in 2016, recreational cannabis remains a crime. During today’s address to the legislature, Shapiro said his proposed 2026 budget includes “comprehensive cannabis reform” that would allow those 21 and older to purchase and possess cannabis and cannabis products for personal use.
“This budget proposes a regulatory framework to legalize and tax adult use cannabis and provide a real opportunity for Pennsylvania farmers to cultivate a new, legal industry and establish a thriving market for the state”, says Shapiro.
According to polling released last year, 68% of registered Pennsylvania voters support the legalization of adult-use cannabis, including a majority of Republicans.
In August, eight Democratic lawmakers introduced House Bill 1773, which would legalize marijuana for individuals aged 21 and older. The legislation would allow for personal possession, home cultivation of up to six plants, and retail sales conducted through a state-regulated system operated by the Pennsylvania Liquor Control Board (PLCB).
If Pennsylvania legalizes recreational cannabis, it will become the 25th state to do so.
