Ohio Marijuana Program Surpasses $3.5 Billion in Total Sales as Dispensaries Near 200 Dual-Use Certificates

Ohio’s regulated marijuana market continues to expand, with new data from the Division of Cannabis Control showing billions in total sales and a steadily growing number of licensed operators across the state. According to the agency’s “Program Update: By the Numbers,” last updated February 17, there are now 37 cultivator Certificates of Operation, including 24 Level I dual-use and 15 Level II dual-use certificates. The state has also issued 46 processor Certificates of Operation, all of which are dual-use.
On the retail side, 198 dispensaries hold dual-use Certificates of Operation. In addition, regulators report 11 RFA II provisional licenses and 71 10(B) provisional licenses, indicating further retail expansion may be on the horizon.
The testing infrastructure includes eight total laboratories, six with dual-use Certificates of Operation and two operating under medical-only provisional licenses.
Sales figures through February 14 show combined medical and non-medical product sales reaching $3,521,280,444. Of that total, $1,206,140,443 stems from non-medical sales, while $2,315,138,954 comes from medical purchases. Regulators report 539,279 pounds of plant material sold overall, along with more than 54 million units of manufactured products.
In total, nearly 38 million receipts have been generated across both markets, underscoring the scale of consumer participation.
Average prices for the week of February 8 through February 14 show plant sales averaging $17.77 per tenth-ounce and $6.28 per gram, while manufactured products averaged $24.28.
On the medical side, Ohio reports 1,232,899 recommendations and 465,854 registered patients as of December 31. That total includes 26,162 patients with veteran status, 26,927 with indigent status, and 1,561 patients with a terminal diagnosis. Regulators also note 456,297 unique patients purchased medical marijuana as of February 15, along with 42,354 registered caregivers.
The latest figures reflect continued growth in both the medical and non-medical markets, as Ohio’s marijuana industry moves further into its dual-use era.
