California’s marijuana industry is approaching a major regulatory milestone, with nearly 8,000 annual commercial licenses now issued as the state officially closes out its provisional licensing program, except for locally verified equity retailers.

The Department of Cannabis Control said January 2026 marked the end of the provisional licensing system for most businesses, capping off a yearslong transition to full annual licensure. Regulators said the shift means thousands of businesses across the state have now completed all licensing requirements and gained full access to the department’s administrative due process.

“This is a huge moment in time and reflects real evidence of our market maturing”, says a joint statement from Clint Kellum, Director, and Michael Cheng, Deputy Director of Licensing. “We now have almost 8,000 annual licenses—representing thousands of businesses statewide—that have completed all licensing requirements and can fully access the administrative due process available through the Department of Cannabis Control (DCC).”

Since the department’s creation, 6,419 provisional licenses have been transitioned to annual licenses, including 977 equity retail licenses and 3,614 cultivation licenses.

State officials said the effort required extensive coordination among local and state agencies, the California Legislature and license holders. They also credited local and state regulatory partners for supporting the Local Jurisdiction Assistance Grant program, which helped businesses complete requirements tied to environmental reviews and local approvals.

The department said that partnership also helped it take on the role of lead agency for CEQA-related work in Mendocino County, speeding up needed reviews.
