Pre-rolls have officially become the top-selling marijuana product category in the United States by unit volume, according to a new 2026 market report from Custom Cones USA. The report says the category brought in $3.6 billion in sales in 2025 and sold more than 383 million units, giving pre-rolls a 15.9% share of the overall market and pushing them ahead of flower in total units sold.
The data shows pre-roll revenue rose 9.8% from 2024 to 2025, while unit sales jumped 18.6%. That far outpaced the broader marijuana market, which the report says grew just 1.5% over the same period. The findings point to a category that is no longer viewed as a side offering, but instead one of the industry’s biggest drivers of revenue, branding and consumer demand.
A major reason for that growth is the continued rise of infused pre-rolls. The report says infused products generated $1.68 billion in revenue in 2025, making up 47% of the entire pre-roll category. Multi-packs also continued to gain ground, accounting for 48.5% of all SKUs. Among those, a 2.5-gram five-pack generated more than $600 million in revenue, although the 1-gram single pre-roll remained the top individual format with $1.44 billion in sales.
The report also highlights how broad the category has become from a pricing standpoint. Some products sell for around $2, while others go for more than $38, allowing both premium and value-focused brands to thrive. California-based Jeeter led the category in revenue with more than $253 million in sales, while Michigan-based Dragonfly Cannabis led in unit sales with 22.6 million pre-rolls sold.
Custom Cones USA says the category has now posted five consecutive years of growth and projects total pre-roll revenue will reach between $3.8 billion and $4 billion in 2026, with the market surpassing $5.2 billion by 2030.
