Daily Cannabis News Brief for 9/7/2026

Key Points
  • Florida medical marijuana patients have purchased over 15 billion milligrams of THC and 5.17 million ounces of smokable marijuana in 2026, with 941,509 qualified patients and 779 licensed dispensaries as of early September.
  • A Swiss trial found regulated pharmacy access to marijuana encouraged users to shift from smoking to potentially lower-risk consumption methods without increasing usage frequency, alongside harm-reduction counseling.
  • A federal judge blocked parts of Ohio’s new hemp restrictions, ruling they likely discriminate against interstate commerce, protecting businesses and individuals using federally lawful hemp products.
  • Germany approved 474 cannabis cultivation clubs by mid-2026, a 62% increase since July 2025, as nonprofit cultivation associations continue expanding following legalization in July 2024.

Florida medical marijuana patients have purchased more than 15 billion milligrams of THC and 5.17 million ounces of smokable marijuana so far in 2026. The state reported 941,509 qualified patients as of September 4, an increase of 1,393 from the previous week, while the number of licensed dispensaries reached 779.

A randomized controlled trial involving 1,177 regular marijuana consumers in Switzerland found that regulated pharmacy access led participants to shift away from exclusively smoking toward potentially lower-risk consumption methods. After six months, researchers found no evidence that regulated access increased how frequently participants used marijuana. Pharmacy access also included harm-reduction counseling.

A federal judge has granted a preliminary injunction preventing Ohio officials from enforcing portions of the state’s new hemp restrictions against companies challenging the law and people possessing, selling, distributing or consuming their federally lawful products. The judge found the businesses are likely to succeed on their claim that the restrictions improperly discriminate against interstate commerce.

Researchers found that moderate water restrictions during flowering can reduce water consumption in marijuana plants without significantly lowering flower production or CBD yield. The study found severe drought offered no comparable advantage and caused significant stress, while genetics had a substantially larger effect on productivity than irrigation strategy.

Germany has approved 474 cannabis cultivation associations, commonly known as cannabis clubs, up nearly 62% from the 293 approved as of July 2025. Authorities have received 908 applications nationwide, with North Rhine-Westphalia leading the country at 138 approved clubs. Germany began allowing nonprofit cultivation associations to grow marijuana for members in July 2024.

The nation’s highest military appeals court has agreed to consider whether a positive marijuana drug test can be sufficient evidence that a service member knowingly used marijuana. The case involves an Air Force member convicted of wrongful THC use and challenges a military rule allowing knowledge to be inferred from the presence of a controlled substance in the body.

A scientific review concludes that CBD may help with recovery following strenuous exercise, including reducing muscle soreness and certain markers of muscle damage, but researchers found no evidence that it directly improves athletic performance. Oral and sublingual CBD appeared more promising than topical products, though results varied considerably between studies and doses.

A Texas judge has denied hemp businesses’ request for a temporary restraining order seeking to halt enforcement of a new THC standard targeting hemp products. The underlying lawsuit remains active, with an October 30 hearing scheduled to determine whether businesses will receive a temporary injunction blocking the challenged enforcement practices while the case proceeds.

Researchers have identified a molecular process that appears to drive long-term cannabinoid tolerance in mice. Repeated cannabinoid exposure activated an enzyme called NEDD4L, leading CB1 receptors to be tagged for degradation and reduced in the brain. Preventing the process stabilized receptor levels and eliminated behavioral cannabinoid tolerance while preserving the animals’ immediate responses to cannabinoids.

The Congressional Research Service says conflicting federal appeals court rulings have increased the odds that the U.S. Supreme Court will eventually consider whether states can favor residents when issuing marijuana business licenses. Courts in the First and Second circuits have rejected residency-related preferences, while the Ninth Circuit ruled that federal marijuana prohibition changes the constitutional analysis.

California will implement revised marijuana pesticide testing standards October 1, replacing its Category I and Category II system with numerical action levels. Regulators substantially changed the rules after an economic analysis found the original proposal could have resulted in the loss of half the state’s licensed testing laboratories. Additional testing requirements will take effect April 1, 2028.

South Dakota officials will hold a September 23 hearing on proposed changes affecting 37 sections of the state’s medical marijuana regulations, covering patients, businesses, testing, manufacturing, dispensaries, packaging and enforcement. The proposal comes as enrollment reached 19,821 patients in August. Written comments are due October 3, with legislative review scheduled for October 14.

Maryland has finalized marijuana regulations creating a new category for THC-containing sublingual pouches while making broader changes to licensing, packaging and other requirements. Unless regulators authorize otherwise, the pouches may contain up to 10 milligrams of THC per serving and 100 milligrams per package. The rules take effect September 14.

Researchers with the National Institute of Standards and Technology have developed a rapid screening method that detected 108 of 113 pesticides tested on marijuana plant material. The technique can generate results within seconds with minimal sample preparation and could help identify contaminated samples before more extensive laboratory testing, although it is currently a qualitative rather than quantitative tool.
